It absolutely is the most difficult germanic language (the fsi estimates that it takes ~1.5x longer to learn than german and about twice as long to learn as dutch and the continental scandinavian languages).. English isn't the most difficult language out there (i'm willing to be sanskrit can't be that easy), but it is seen as one of the most difficult of the western world. learning cyrillic, or mandarin, or arabic, with a completely different alphabet, would obviously be more of a challenge than just learning how words are written in a different order..
